Apache 2 - MaxClients

Bonsoir,
Je tiens à m'excuser tout d'abord,
Je sais qu'il y'a beaucoup de topics sur ce sujet, j'en ai lu pas mal, mais mon problème n'est toujours pas réglé, je me permet donc d'en refaire un...

Je suis sur un VPS Debian 7 de 4 Go.

Voici tout d'abord les problèmes rencontrés :
- Les sites sont lents.
- Certains gros fichiers (CSS, JS par exemple) mettent une erreur 404 et ne sont donc pas chargées par les pages qui fonctionnent.
