on which organism is the ip blacklisted ? some organisms block the whole network

Hello! In OVH, if 1 ip (/32) is supplied abuse, the entire network is blocked /24(for example). Why not blocked only one IP on which entered abuse.
Completely blocking /24 you kill the other users who are not involved in the abuse.
In hetzner this is not present. everything is good. (for example)
